Since finding the free Blogger Scrapbooking Theme - Green Scrapbook Diary I have found another free Blogger template called MyScrapblog which can be used for a scrapbook blog. MyScrapblog has brownish khaki tones with a tartan accent and is designed for a blog on Google Blogger.

Hi Anonymous not sure what isn't working for you. But here some basic installation instructions.
To Install Template on Blogger
Download Blogger template file to your computer
Go to MyWebZip and unzip rar file online and download unzipped file
From the Blogger Dashboard go to Layout > Edit HTML
Backup your existing template if necessary by downloading to your computer
Click Browse to select unzipped file and then Upload
Click on Save once template file uploaded
